科研費増額署名について（Call for signatures to increase "Grants-in-Aid for Scientific Research"）

日本生物物理学会会員の皆様／Dear members of the Biophysical Society of Japan

　日本生物物理学会が所属する学会連合である「生物科学学会連合（生科連）」では、政府に対して科研費増額を要望する可能性を昨年末から議論してきました。他の学会連合会も含んだ議論の結果として「要望書」が決定され、現在、この要望に賛成する署名を集める運動が開始されています。当学会の理事会もこの運動に賛同しています。

　会長および副会長メンバーでこの要望書を改めて検討しました。要望書は、i）他の予算を削らない前提で要求しているため、不利益を被る会員はいないと思われる。ii）若手を育てるためのものであることを強調している。iii）シングルイシューとして科研費の一点要求に絞っているが、学術全体の底上げを目指しており、運営費交付金の必要性も資料の中に入っている。などの特徴があり、メイルにて学会員に署名を呼びかけるべきとの結論に至りました。また、研究者の数に比して署名賛同者が少ないと、科研費増額は必要ないと思われては困るとも考えました。

Since the end of last year, the Union of Japanese Societies of Biological Sciences, an union of societies to which the Biophysical Society of Japan (BSJ) belongs, has discussed a possibility of requesting our government to increase the amount of Grant-in-Aid for scientific researches. The discussions, which also included other unions of academic societies, lead to a decision of the "written request" and a launch of the campaign to collect signatures. The councilor members of BSJ have also endorsed the campaign.

The President and Vice-Presidents of BSJ have reviewed the written request again and analyzed that: i) It is unlikely that the signatures would cause any disadvantages to any of our members, since it demands the increase of the Grant-in-aids for scientific researches without reducing other fundings. ii) The request is also aimed at fostering young researchers. iii) The aim of the request is to raise the level of academia as a whole, and the need for the operating grant is also included in the document. For these reasons, we decided to actively call on the members of BSJ to sign the petition. We also thought that if the number of signatures turned out to be small, the government might take that an actual demand might not be high enough.
